Overview

Cost & Commercial Managers must understand competitive costs, define proper scope and tendering-contracting strategies for the construction projects.


Required Knowledge and Experience

Degree in civil engineering or a diploma in construction technology
Cost engineer at least 5 years, minimum 2 completed projects
Minimum seven years of experience in construction
English language – medium level
MS Office, AutoCAD, MS Project knowledge.

Responsibilities

Estimating budgets for the projects, cash-flows and quantities
Revision of the contractual budget
Preparing tenders for contractors and ︁︀​︂︃︃​︇︅​︀commercial bids
Agreeing budgets and timescales with the stakeholders
Making sure construction projects meet agreed technical standards
Reports monthly the evolution of costs and expenses
Liaising with technical and financial staff, contractors, legal teams and the client’s own representatives
Financial modeling and analysis skills further assisted the team responsible for settling the costs involving multiple stakeholders
Monitoring the status of project costs and controlling budget variations
Performing construction drawing reviews in order to perform detailed cost allocations
Leading the cost estimate process from reviewing of the project scope, developing a work breakdown structure to the final approval stage, gathering necessary equipment quotes, negotiating with supplier/contractors, labor rates, and taxes.
Preparing validation summaries for all out-of-spec scenarios concerning general expenses, equipment, labor, and major construction materials budget
Processing payment applications for contractors’ applications, purchasing orders and construction materials for the project to include invoice validation, payment dispersals and associated ledgers
Checks, monitors and adjusts the allocation of revenues and expenses on execution stages;
Constant analysis of budgets and preparation of periodic reports that compare budgeted costs with real costs;
Tracking the evolution of the project and deviations from the planned budget.
Updating cost components and productivity factors.
Coordinating information between departments, including engineering, purchasing, and construction for projects
Computing cost factors and trends for use in planning, organizing and scheduling work, preparing bids, selecting vendors or subcontractors, and determining cost effectiveness.
Dealing with any unexpected costs that may exceed those agreed in the budget
Handling any cost problems raised by the contractors
Liaising with many different parties including technical and financial staff, contractors, legal teams and the client’s own representatives.
Discussing, drafting, reviewing and negotiating the terms of business contracts
Overseeing projects invoicing
