ESSENTIAL QUALIFICATIONS

Candidates will initially be screened against the Essential Qualifications relating to education, language* and experience.

Candidates must clearly demonstrate when applying to the position how they meet each of these essential qualifications.

Education:
  • Candidates will be required to provide proof of the completion of their education.
  • Degree from a recognized university;
OR
  • An equivalent combination of relevant education, training and experience



Language:
  • Advanced level of English (oral, written, comprehension)
  • Advanced level of Romanian (oral, written, comprehension)



Experience:
  • Minimum of 12 months of relevant professional experience which includes:
  • Experience in planning and delivery of property management/maintenance services or in managing properties or supervising construction jobs
  • Experience in providing client services (liaising with internal and external clients) in an office environment
  • Experience working with a range of computer applications



RATED REQUIREMENTS

The Rated Requirements are part of the essential qualifications and are relating to knowledge, abilities and competencies. Methods of assessment for rated requirements may include, but are not limited to, a written examination, an oral interview (online pre-recorded/live or in-person), role-play, practical tests, presentations and/or psychometric assessment.

Asset Qualifications:

Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.
  • Degree from a recognized university in Property-related field (Civil, Electrical or mechanical engineering)
  • Supervisory experience
  • Experience working in an Embassy, Consulate, International Organization or government entity
  • Experience working in an office environment providing administrative support
  • Ability to work with SAP or with other financial software
  • Fluency in French (written and oral)



Operational Requirements:
  • Working hours: 37.5 hours per week, Monday to Friday
  • Working environment: 100% on-site in the Embassy
  • Must be able to work overtime as required (sometimes at short notice)
  • Paid leave & vacation might be limited during the relocation season i.e. from June 15 until September 15
  • Valid Romanian driver’s license for light vehicle

Job Description

Summary of Duties:

The Embassy of Canada to Romania, Bulgaria and the Republic of Moldova located in Bucharest, Romania is pleased to announce a staffing process for a Common Service Assistant (Property) at the LE-A2 level.

Under the supervision of the Common Services Officer (Property), the Common Service Assistant (Property) maintains a program for the maintenance, repair and upkeep of all crown-owned and leased properties; maintains working relations with appropriate suppliers and contractors; liaises with owners of leased properties on maintenance and repair work; determines the service requirements to meet the needs of the mission's properties; gathers data for the development of the property budget including payment of invoices and purchase of materials and consumables, manages the furniture inventory and performs other duties as required.



Area of Selection:

This selection process is open to candidates who, at the time of submitting an application, have the right to work and legally reside in Romania, who hold current documentation allowing them to work in Romania without restriction, who meet all the essential requirements and conditions of employment mentioned, and whose applications are received by the closing date.

Company Description

Canada has very good bilateral relations with Romania. Our countries enjoy strong political ties, highlighted by our shared membership in many organizations including the Organization for Security and Cooperation in Europe (OSCE), la Francophonie, and as NATO allies. A number of important high level visits in 2011 and 2012 contributed to strengthening the political dialogue between Canada and Romania. The Minister of Foreign Affairs of Romania visited Canada in May, a delegation of Canadian Parliamentarians participated in the NATO Parliamentary Assembly in Bucharest in October 2011 and the Speaker of the House of Commons of Canada visited Romania in May 2012 with a delegation of Parliamentarians. Canada and Romania have established a strong legal framework to guide relations with a number of treaties in force, including a Double Taxation Avoidance Agreement, Extradition, Foreign Investment Protection and Promotion, Fisheries, Legal Assistance in Criminal Matters, and Social Security Agreements. Canada and Romania also enjoy strong cultural ties, thanks to a vibrant community totaling an estimatedCanadians of Romanian origin living mainly in the Montreal and Toronto areas. Approximately 2,000 Canadians live permanently in Romania and up toCanadians visited Romania in 2011. The interaction of the Romanian communities in Canada with their country of origin continues to enhance bilateral relations. In the fall of, the Canada-Romania friendship group was established in the Canadian Parliament. Bilateral trade between Canada and Romania reached $387.5 million in 2012. The stock of Canadian direct investment in Romania was $273 million at the end of 2011. Canadian firms have direct investments in mineral and petroleum exploration, in electronic and automobile manufacturing and in services.
