Ideal Candidate
The Industrial Accounting Specialist will act as a key advisor to the client, overseeing the collection of production progress data from railway construction sites and preparing accurate and timely monthly Interim Payment Applications (IPA) and Interim Payment Certificates (IPC). The role ensures financial transparency and compliance with contractual terms, facilitating smooth project cash flow and supporting the client's financial decision-making process.
Job Description
Key Responsibilities:
Data Collection and Validation:
Interface with the on-site teams to collect and review production progress data from railway construction sites.
Verify site progress reports with contractors and other stakeholders to ensure data integrity.
Maintain comprehensive records of production progress, logs, and documentation for audit and reporting purposes.
Interim Payment Applications (IPA):
Prepare monthly Interim Payment Applications based on validated site data, ensuring compliance with project contracts and financial regulations.
Collaborate with site teams, engineers, and contractors to address discrepancies or adjustments in IPAs.
Review project agreements (e.g., FIDIC or equivalent frameworks) to ensure that IPAs are prepared in line with contractual terms.
Interim Payment Certificates (IPC):
Prepare and submit Interim Payment Certificates for client approval, ensuring accuracy and compliance with agreed payment schedules.
Act as a liaison between the client and contractors to facilitate IPC approval processes.
Monitor and report on the status of IPCs, payments, and financial progress to the client.
Client Advisory and Coordination:
Participate in project progress meetings to stay informed about developments affecting payment schedules.
Compliance and Reporting:
Ensure all financial documentation complies with local regulations, project-specific contractual terms, and industry standards.
Generate monthly financial reports for the client, highlighting risks, delays, or discrepancies in payment applications.Qualifications:
Education and Experience:
Bachelor’s degree in Accounting, Finance, Civil Engineering, or a related field
5+ years of experience in project accounting within the construction or infrastructure sector, with expertise in large-scale railway projects being a significant advantage.
Skills and Competencies:
Advanced knowledge of project-based accounting and payment application processes in the construction sector.
Familiarity with railway construction project contracts
Strong communication and negotiation skills to manage diverse stakeholders.
Analytical mindset with attention to detail and a proactive approach to problem-solving.
Fluent level of Romanian and English language (written and spoken).Knowledge Requirements:
In-depth understanding of railway construction processes, progress measurement techniques, and associated financial implications.
Knowledge of local tax regulations and payment practices in the railway construction industry.
Work Environment:
Office-based consultancy with possible visits to railway construction sites.Occasional travel to client meetings and project locations
